There is consensus optimism among experts that there are signs of the beginning of a Vietnam economic recovery in Vietnam by the end of this year. Over the first six months, the country's GDP grew by 3,90%, including a 3,48% rate in the industrial production and construction, 5,50% in the service sector, and 1,25% in agriculture, forestry, and fishery combined. That is very encouraging when the World Bank astimates the world economy is set to contract by 3,60% for the next 6 months. What is worth noting is that FDI attraction has reached USD 8.87 billion, not including the registered capital of USD 85.4 billion of 187 projects in waiting.

As WB expects Vietnam to be among 13 countries with positive growth rate and believing its economy “is providing signs of recovery,” experts are forecasting a recovery in Vietnam economy by the beginning of 2010 and full-pledge growth starting from 2011.

How has the global economic downturn affected Vietnam? How is the crisis viewed by the government? What actions has the government taken? What are the potentials and opportunities from the government’s perspective? How keen is the government on achieving the economic rebound? Industrial property & Infastructure (Fowarding & Logistic)

Over the last 20 years, manufacturing and infrastructure development has been the focus of Vietnam’s economic development policy to the extent that at present there are over 200 industrial parks and export processing zones nationwide, accounting for the country’s largest investment for years. Manufacturing development always goes in parallel with transport / logistics infrastructure development.

According to the Viet Nam Maritime Administration, the amount of goods trading through Vietnamese ports in 2008 is estimated at 196.58 mil tones, of which container accounted for 5.023 million TEU. However, till now, there are still shortages of key infrastructure, especially electric power, seaports and related land-side infrastructure such as road and bridges. A delay in solving this problem would result in a shrinking in FDI.

Retail & distribution property

The biggest failure of my two tenures as minister was not able to put in place and develop a distribution network domestically owned”, once admitted former Minister of Trade Truong Dinh Tuyen, the main negotiator for Vietnam’s WTO accession as well as other trade agreements, a high-ranking ocial and an ardent advocate for more open domestic market.

According to a report by the Ministry of Trade, in 2006 44% of the domestic retail trade is carried out via small individual outlets, 40% by traditional markets, 10% through modern shopping centres, and 6% via direct distribution to consumers. Vietnam’s spending on retailed goods reached USD 15 billion in 2000, surged to USD 36 billion, and is expected to exceed USD 50 billion dollars. Vietnam is the most attractive retailing market to investors. (Study and gures by A.T Kearney – 2008).

Tourism property

This is one of the most promising property markets in Vietnam, which explains why last year VnTPO-2008 attracted broad participation from nearly 500 international investors, more than 15 cities and provinces, resort, 80 state leaders, and over 350 projects of developing hotels, resorts, amusement parks, villas, and tourism infrastructure.

As an excellent tourism destination, in 2008 Vietnam attracted more than USD 10 billion worth of investment in tourism property. Amazingly fast economic growths over the last decade and a policy for a more open market and higher international integration have enormously enhanced the appeal of tourism and tourism property to foreign investors.

CASINO

Casino is a hot topic of investment in Vietnam. Numerous applications from major international groups have been submitted for operating casino in different provinces (HCMC, Quang Nam, Da Nang, BRVT, Phu Quoc, Binh Thuan, just to name a few). At the 12 July 2009 conference on adjusting Phu Quoc’s development plan cochaired by relevant ministries and government committees and Kien Giang province’s People’s Committee, the location of the island’s casino was a discussed topic. In 2007, the Ministry of Planning and Investment submitted to the government “the suggested guidelines for licensing and managing casino operation in Vietnam” and subsequently the Government issued Directive 96/TB-VPCP dated 04 May 2007 stipulating general guidance for this kind of business. Gambling demand does exist, while for the time being only the official lottery is legalized and popularized. The first pilot casino project started in Do Son in 1992, but since then the business has seemed to be still under tight control and restricted in many aspects. Whether to give green light to the lucrative casino business remains a controversial issue. The island city-state Singapore, though well-known for its excessive conservatism, has even allowed mega-casinos to operate, to serve as tourist attractions and meet its citizens’ real needs.
For the first time ever, casino operation is incorporated into VnTPO’s agenda - Which would make a good model for Vietnam, Macau’s or Singapore’s? What course of casino development is indicated by the government? What are the pros and cons of this type of business? This forum is a great opportunity for casino developers to present their ideas to the authorities.
